Upload the PDF file to your WordPress media library and copy its URL. You can do this by going to Media -> Add New and selecting the file from your computer. Then, click on the file and copy the URL from the right sidebar.

Edit the page where you want to link the PDF with Elementor. You can do this by clicking Pages -> All Pages from the dashboard and click on Edit with Elementor below the page you want to add the PDF.

Drag and drop the Button widget to the place where you want to add the link. You can find the Button widget under the Basic Widgets category in the Elementor panel on the left side of the screen.

In the Button widget settings, paste the URL of the PDF file in the Link field. You can also customize the text, style, and design of the button as you like.

Optionally, you can add some custom attributes to the link to make it open in a new tab or download the file automatically. To do this, click on the gear icon next to the Link field and enable the Custom Attributes option. Then, add the following attributes in the format of:

target | _blank – This will open the link in a new tab.

download | filename.pdf – This will download the file instead of displaying it in the browser. You can replace filename.pdf with the name of your file.

Update or publish the page and test the link. You should see the PDF file open in a new tab or download to your device when you click on the button.
